Meaning of the Prayer Song:

 Your treasures are the principal;
They are naturally bound to You!
That is why, oh the Lord of everything created!
You are the only one fit to be worshiped!
Hence, in the Vedas it is generally very rare
where the word "namaH" appears without referring to You!

 Notes:

1. agryam - topmost/principal; anupAdhi - without substitute;
nibandhanam - bound; prAyashaH - gernally; prasa~ggam - connection.

2. Starting from the divines, all of us have our
treasures and belongings. Be it the divines or us,
the treasures we have
  a) have been procured
  b) there is a limitation to how much we have
  c) the treasure also goes away from us
  d) we are respected when having the treasure and disrespected when not having

However the treasure that God Shiva has is not got from
anybody, everything naturally belongs to Him!
Since everything belongs to Him there is never loss
or even reduction of the treasure that He has!
The very word Shiva means auspicious. He is auspicious
by Himself without needing any of the treasures
that we think as treasures. That is the reason, He appears
with matt-locks, smeared in Bhasma, wandering everywhere
- without golden ornaments, scents and palace like abodes.
All those later are required only for the limited lesser
lives like the divines and us to make sure others understand
our worth. For the Ultimate Master, what ostentation is required?
He is the one worshiped by all who seek the treasures.

3. It is a very important observation of the Vedas,
that Haradattacharya highlights here. Since Lord Shiva
is the only one, Who naturally has the principal treasure
that never waxes or wanes, He is the only one, Who is the Source
and hence the one to be worshiped.

Vedas use the word "namaH" quite a bit to address Lord Shiva.
One could easily remember the Rudra prashnam in the Vedas.
Whereas when the other divinities are addressed, it is rare
to find the word "namaH".

Through this, Vedas indicate to us that Lord Ishvara is the
one fit for the ultimate worship.
